the base is approx 18.5  x 5 on the edge , 8 inches in the middle. with a lock latch.
stands approx 8 inches high in the middle...
has a brass Emblem with a 2 intials and the last name Toller...
for a Captain APD  I believe this a British Navy or Army Capt, I do not know...
